The Arts Council of Midland is requesting a proposal from general contractors for Phase 1 renovations of the Scarborough Linebery House complex, located at 802 South Main Street, Midland, Texas 79701. This Request for Proposals is for a limited scope of work described below… due date for proposals is June 1, 2023 at 5:00 pm.

 

PROJECT DESCRIPTION: Remodel interiors of the Linebery House (circa 1936) on the grounds of the historic property known as the Scarborough Linebery House, to become the permanent home of the Arts Council of Midland (ACM.) located at 802 South Main Street, Midland, Texas 79701.

 

The Linebery House is a vintage home, approximately 2300 square feet, and includes three bedrooms, 2 bathrooms, a central hallway, living room, dining room, and kitchen,  A small (100 square foot) garage caretaker’s bedroom & bath, and a 230 square foot guesthouse, which includes a bathroom.

 

ACM requests the following from contractors:  The Arts Council requests bids for the remodel/ renovation of the interior Linebery House, which will be our building of operation once completed. 

 

The Scope of Work for this RFP is as follows:

 

Manage Construction, subcontractors, trades, permitting, scheduling, insurance, and all required activities for the following scope of work. The attached schematic architectural drawings should be referenced:

 

  • Perimeter foundation repairs

  • Supports in Garage for pier & beam floor

  • Install pier & beam floor in Garage at same level as the existing Living Room and Artist Quarters. 

  • Rolled linoleum floor to match the new kitchen floor in the Garage floor.

  • New windows throughout the buildings except those existing windows protected under porches.  Wood windows with exterior powder-coated finishes, in the same style as original/exiting windows.

  • Replace and reframe existing Garage Door openings and install new Frech Doors (6 foot) in each opening.

  • Create an opening from Garage to Main House (in between two existing bookcases in the living room. 

  • New electrical components, including interior wiring and service panel upgrade; installation of new lighting throughout, and all switches and related outlets throughout the structure upgraded/ replaced.

  • New HVAC multi-stage units to be installed for the main portion of the house, the garage, the artist quarters, and guest house. All to be high efficiency to assist with utility bills with vents added to the bathrooms.

  • Plumbing work to include Artist Quarters Bath to be built out to include sink, commode and shower.  Guest House Bath to be built out to include sink, commode and shower, this involves reframing bathroom in Guest House to include sink inside bathroom, and new water heaters for the Artist Quarters and Guest House.  New chrome, period-appropriate fixtures installed in both new bathrooms - sinks and showers.

  • In Main House, reframe existing bath to provide ADA access from hallway and privacy to two offices. 

  • Solid-surface countertops installed upon existing kitchen cabinets including an undermount sink and new kitchen faucet

  • Interior walls and ceilings prepped and painted

  • Interior millwork filled, sanded, prepped, and painted.

  • Refinish wood flooring throughout

  • Insulation throughout the building in walls and attic.

 

Submitted proposals should include:

  • Cover Letter stating interest in the Project, interest in the Arts in Midland (if applicable)

  • Schedule of Values, or other format of itemized budget list aligning with the Scope of Work Above; Please include General Conditions and any recommended Contractor’s or Owner’s contingency as separate line items.

  • Statement of qualifications listing comparable projects, including both commercial and residential construction/renovations.

The anticipated budget for Phase I project on the interior of the Linebery House project is $250,000, and the project is currently funded.

 

For scheduling purposes, the Arts Council of Midland would like to commence construction in June 2023, with completion March 1, 2024.
